Egypt Bets on IC Design and Embedded Systems

With new export incentives and a seven-year support program, Egypt is expanding its focus on semiconductor design, embedded systems, and electronics development.

Egypt is already generating significant export revenues from electronics design and is increasingly attracting global technology companies. The country is now stepping up its strategy to establish itself as an international hub for semiconductor and electronics development. For the first time, semiconductor design, embedded systems, and electronics engineering services will be included in the national export support program. The initiative is intended to accelerate both the growth of knowledge-intensive exports and the establishment of international technology companies in Egypt.

The new program was agreed upon between the Information Technology Industry Development Agency (ITIDA) and the Export Development Fund and will take effect at the beginning of fiscal year 2025/2026. Over a period of seven years, performance-based incentives will be granted, linked to export growth and the creation of new jobs. Through this initiative, the government is specifically promoting high-value development and engineering services.

Semiconductor Design as a Growth Driver

The strategy is based on a solid foundation. Egypt has already achieved considerable success in the field of electronic engineering services. Last year, exports of electronics design services reached approximately USD 580 million. The country's entire IT offshoring sector generated revenues of USD 5.2 billion. These figures highlight Egypt’s transformation from a traditional outsourcing destination into a provider of knowledge- and technology-intensive services.

The government sees particularly strong growth potential in semiconductor development, embedded systems, and automotive software. Around the world, companies are seeking new engineering locations to address talent shortages, reduce risks in global supply chains, and optimize cost structures.

International Companies Already Established

Numerous international companies are already benefiting from this development. More than 85 local and global firms are now active in Egypt’s electronics and embedded systems ecosystem. Well-known names include Valeo, Siemens EDA, Analog Devices, STMicroelectronics, MediaTek, Synopsys, and Arrow Electronics. The ecosystem is further strengthened by specialized engineering service providers such as Luxoft, Mixel, and Fortec AG.

Many of these companies use Egypt as a nearshore location for engineering and development services. Key advantages include comparatively low operating costs and a growing pool of highly qualified engineers. According to government figures, local value creation in this segment exceeds 90 percent, as services are primarily based on expertise and engineering work.

Improving the Investment Environment

In addition to financial incentives, the government is working to simplify administrative procedures. Plans include a digital platform that will connect government agencies and accelerate investment processes. Approval procedures in particular are expected to become faster and more transparent.

These measures form part of a broader strategy aimed at positioning Egypt as a bridge between Europe, the Middle East, and Africa. As global companies continue to diversify their engineering and development capabilities, Egypt could become increasingly important for international semiconductor firms.

According to Ahmed Elzaher, electronics and embedded systems design represent a high-value growth market. He believes that Egypt has the necessary prerequisites to significantly increase its share of the global market for engineering and development services.

A New Competitor to Established Engineering Locations

For the international semiconductor industry, Egypt is emerging as another attractive development location outside the traditional centers in Europe, North America, and Asia. If the announced support measures are implemented consistently and the investment environment continues to improve, the country could significantly expand its role in the global value chains of the electronics and semiconductor industries over the coming years.
